The Headwaters Foundation is a 501(c)(3) nonprofit organization whose mission is to foster educational excellence in Rappahannock County, Virginia. Headwaters provides supplemental funding to enrich the lives of youth in the county, primarily those attending Rappahannock County Public Schools.

Headwaters currently operates six core programs for the benefit of children, families, and school staff: the After-School Enrichment Program, College & Career Access Program, Educational Enrichment Grant Program, READ Program, Starfish Mentoring Program, and Summer Chorus Program.
